Outplacement for federal workforce and government contractor layoffs
The federal civilian workforce shrank more than 10% in 2025 and contractors followed. Reemployment data for government workers, where federal skills transfer, and the clearance and successor-contract issues these layoffs raise.

What should outplacement for federal contractors and government employees include?
A plan built around clearances and private-sector translation. About 378,000 people left 22 major federal agencies in 2025 (GAO), and contractors cut staff as contracts were reduced. Reemployment for displaced government workers fell from 89.8% in January 2024 to 57.8% in January 2026, a statistically significant drop (BLS). Cleared staff should move while their clearance can still be reinstated, and incumbent contractor staff no longer have a guaranteed offer from a successor contractor.
What federal and contractor layoffs look like now
- Nearly 378,000 employees separated from the 22 CFO Act agencies in 2025, a net decline of nearly 256,000 (more than 11%) from December 2024 to January 2026. Declines ranged from about 1% at Homeland Security to over 45% at Education. (US Government Accountability Office)
- The federal civilian workforce fell from 2,312,301 to 2,074,649 in 2025, down 10.3%. White-collar headcount fell 10.6%; the largest losses by title were IT managers (13,986), contact representatives (6,629) and general attorneys (6,608). (Pew Research Center)
- Government cuts announced in 2025: 308,167, up from 38,375 in 2024, mostly tied to DOGE actions affecting federal staff and contractors. In January to September 2026: 23,010. (Challenger, Gray & Christmas)

How many displaced federal and contractor workers find new jobs?
| Industry of the lost job | Reemployed | Unemployed | Reemployed, Jan 2024 |
|---|---|---|---|
| Government | 57.8% | 16.4% | 89.8% |
| All industries | 66.1% | 18.3% | 65.7% |
25.8% had left the labor force, many through retirement. BLS flagged the decline from 2024 as statistically significant. Source: BLS Displaced Workers Survey, January 2026 and January 2024. Industry samples are small, so read the rates as approximate.
Where federal and contractor skills transfer
- Management analysts. Government employs 18% of management analysts and professional and technical services 33%: the most direct path from agency program work to consulting and contractor roles. Projected growth 10% over 2025 to 2035. (US Bureau of Labor Statistics)
- Federal IT staff. IT managers were the largest single title lost. Private demand for computer occupations stays strong: software developers are projected to grow 10% and data scientists 34.6% over 2025 to 2035. (US Bureau of Labor Statistics)
What makes a federal and contractor reduction in force different
Clearances have a reinstatement window
Security clearance eligibility can generally be reinstated without a new investigation after a break in cleared service of up to 24 months, according to the Defense Counterintelligence and Security Agency; longer breaks need a new investigation unless the person is enrolled in continuous vetting. Prioritize cleared roles inside that window; confirm current policy with the facility security officer. (Defense Counterintelligence and Security Agency)
No guaranteed offer from the successor contractor
The executive order giving incumbent service-contract workers a right of first refusal on successor contracts was revoked on January 20, 2025, and the Labor Department rescinded its rule on December 22, 2025. Staff on a lost contract need a full search, not a transfer. (US Department of Labor, Federal Register)
Federal employees face their own rules
Selection priority programs, post-employment restrictions on working for contractors, and early-retirement and pension timing all shape the next move. Coaching has to work alongside the agency's HR and ethics guidance.
How we run outplacement for federal government and government contractors
- Federal-to-private resume translation: titles, grades and accomplishments in private-sector terms.
- Cleared roles first, inside the reinstatement window.
- Retirement and pension timing sessions for long-service staff.
- Programs running within 48 hours, coaching across the US, and live reporting for HR.
