Outplacement for technology layoffs
Technology led US job-cut announcements in 2026 with 165,925 through September. Reemployment data for tech workers, where software skills land outside tech, and the visa, remote-worker and non-compete issues a tech reduction in force raises.

What should outplacement for a tech layoff include?
Speed for visa holders, a search that looks beyond tech companies, and coaching for the roles AI is reshaping. Technology announced 165,925 job cuts in January to September 2026, the most of any industry and up 54% from a year earlier (Challenger). Most software developers already work outside the two core tech industries, so the strongest landing zones are finance, manufacturing and corporate IT. H-1B holders have at most 60 days to find a new sponsor, and DHS has proposed removing that grace period.
What tech layoffs look like now
- 165,925 announced cuts in January to September 2026, 29% of all US cuts and up 54% from 107,878 a year earlier. 10,799 came in September alone. (Challenger, Gray & Christmas)
- 154,445 announced cuts in 2025, up 15% from 133,988 in 2024. (Challenger, Gray & Christmas)
- AI was the leading reason employers gave for cuts across all industries in 2026: 120,136 through September, about 21% of the total. (Challenger, Gray & Christmas)
- Information-sector payrolls fell from 2.86 million in September 2025 to 2.74 million in September 2026 (preliminary), down 4.2%. (US Bureau of Labor Statistics)
Announced cuts are employers' plans, not completed layoffs. Payroll and turnover figures for the latest months are preliminary and get revised.
How many displaced tech workers find new jobs?
| Industry of the lost job | Reemployed | Unemployed | Reemployed, Jan 2024 |
|---|---|---|---|
| Information | 76.8% | 8.1% | 47.1% |
| Professional and technical services | 59.4% | 31.0% | Not published |
| All industries | 66.1% | 18.3% | 65.7% |
Information-sector workers did better than average, and BLS flagged the rise from 2024 as statistically significant. People from IT services and consulting, counted under professional and technical services, did much worse: 31.0% were still unemployed, against 18.3% across all industries. Where tech skills transfer
- Software developers. About 1.7 million jobs in 2025. Computer systems design employs 29% and software publishers 10%; finance and insurance employs 11%, manufacturing 8% and corporate management 6%. Projected growth 10% over 2025 to 2035. (US Bureau of Labor Statistics)
- QA analysts and testers. 187,600 jobs. Finance and insurance employs 13% and manufacturing 9%. Projected growth 6%. (US Bureau of Labor Statistics)
- Data scientists. Among the fastest-growing occupations, projected at 34.6% over 2025 to 2035. (US Bureau of Labor Statistics)
What makes a tech reduction in force different
Visa holders have a short clock
H-1B, L-1, O-1, TN and E workers get a discretionary grace period of up to 60 days after their job ends (8 CFR 214.1(l)(2)). On September 11, 2026, DHS proposed eliminating it; comments close November 10, 2026. Introduce outplacement on the notification day, and involve immigration counsel before it. (US Department of Homeland Security, Federal Register)
Remote employees count toward a site
For WARN, employees who work outside the employer's sites are assigned to the site that is their home base: the one that assigns their work or that they report to (20 CFR 639.3(i)(6)). A distributed team can push its home office over the 50-employee threshold. (Legal Information Institute, Cornell Law School (eCFR text))
Non-competes depend on the state
Minnesota voids non-compete covenants in employment agreements (Minn. Stat. 181.988), with an exception for the sale of a business. Check each state where affected people work before the release references one. (Minnesota Office of the Revisor of Statutes)
How we run outplacement for technology
- Coach outreach the same day for visa holders, with the immigration timeline in the first conversation.
- Target lists that include finance, manufacturing and corporate IT employers, not only tech companies.
- Portfolio, GitHub and LinkedIn work for engineers, and AI-assisted interview practice through CareerIQ.
- Programs running within 48 hours, coaching across the US, and live reporting for HR.
For the reduction itself, see planning a reduction in force, the WARN notice check and the total cost calculator. For how long support should run, see program length by level. For choosing a provider, see the questions to ask every provider.
