Outplacement for manufacturing and automotive layoffs
Manufacturing had more long-tenured displaced workers than any other industry in 2023 to 2025. Reemployment data, where production skills transfer, and the union, WARN and trade-assistance issues a plant layoff raises.

What should outplacement for a plant closure or manufacturing layoff include?
Group sessions on site, coordination with the union, and a search aimed at the employers that are hiring. Manufacturing accounted for 642,000 long-tenured displaced workers in 2023 to 2025, 19% of the total and more than any other industry (BLS). Those from transportation equipment were reemployed at 83.3%, among the highest rates of any industry. Federal Trade Adjustment Assistance expired in 2022, so tariff-related layoffs no longer come with federal retraining funds.
What manufacturing layoffs look like now
- Automotive companies announced 19,423 cuts in January to September 2026, against 20,784 a year earlier; 32,201 in 2025, down from 48,219 in 2024. (Challenger, Gray & Christmas)
- Industrial goods manufacturers announced 12,957 cuts in January to September 2026, up from 8,499. The end of EV tax credits was cited for 2,058 cuts. (Challenger, Gray & Christmas)
- Michigan employers announced 33,627 cuts in January to September 2026, against 14,129 a year earlier. (Challenger, Gray & Christmas)
- Automotive employers also announced 14,937 hiring plans in January to August 2026, against 6,221 a year earlier. (Challenger, Gray & Christmas)
Announced cuts are employers' plans, not completed layoffs. Payroll and turnover figures for the latest months are preliminary and get revised.

Where manufacturing skills transfer
- Assemblers and fabricators. About 1.8 million jobs. Transportation equipment employs 25%, machinery 10%, fabricated metal 9% and electronics 8%; temporary help services employs 9%, a common bridge. Projected growth 1% over 2025 to 2035. (US Bureau of Labor Statistics)
- Aerospace and defense. Aerospace and defense employers announced 16,541 hiring plans in January to August 2026, against 4,786 a year earlier, a destination for skilled trades. (Challenger, Gray & Christmas)
What makes a manufacturing reduction in force different
A temporary layoff can become a WARN event
WARN counts a layoff of more than 6 months as an employment loss (20 CFR 639.3(f)). A furlough announced as temporary and then extended can trigger notice obligations, so track the dates from the start. (Legal Information Institute, Cornell Law School (eCFR text))
No federal trade adjustment assistance
Trade Adjustment Assistance for Workers expired in 2022 and hasn't been reauthorized, so layoffs caused by imports or tariffs no longer bring federal retraining funds for new participants. (Congressional Research Service)
Union agreements decide who is affected
Seniority, recall rights and bumping under a collective bargaining agreement govern selection and recall. Outplacement has to fit around recall lists, not compete with them, and works best when the union helps introduce it.
How we run outplacement for manufacturing and automotive
- On-site group sessions in the first week, then one-on-one coaching, scheduled around shifts.
- Retirement and benefits sessions for long-tenured workers alongside the job search.
- Target lists built from employers hiring the same skills nearby, including aerospace, defense and staffing.
- FirstSourceTeam began in 2006, coaching workers after Ford announced the impending closure of its Twin Cities Assembly Plant.
- Programs running within 48 hours, coaching across the US, and live reporting for HR.
